Контекст

The threat of terrorism, especially acts of terrorism motivated by intolerance and violent extremism, is on the rise around the world, North and South, East and West. Terrorists are taking advantage of modern communication technologies to spread their messages more effectively than ever. They’re particularly targeting young people to get support, publicity, recognition, legitimacy and new recruits for their cause. We need credible counter messages advocating inclusion, pluralism, diversity and tolerance to effectively respond to this challenge.

In 2015, the Organization for Security and Co-operation in Europe (OSCE), the world’s largest regional security organization with 57 participating states in North America and Eurasia, launched the “OSCE United in Countering Violent Extremism” communication campaign (#UnitedCVE). Its aim is not only to send a unified message from the OSCE, but also to reinforce a global consensus against violent extremism and radicalization that lead to terrorism, and to reject the association of terrorism with any particular race, ethnicity, religion, or nationality.

While the use of cartoons has often been controversial in the context of terrorism, the OSCE would like to highlight how cartoons can help express positive messages that challenge violent extremism.  Can you help the OSCE create powerful counter-messages against violent extremism in the form of a cartoon?

Create a cartoon character challenging violent extremism using your creativity, imagination and humor.

In real life, appearances are often misleading and reality is never clear-cut, “black or white”. What seems right to one person might seem wrong to another. Binary thinking is easy, and it may be comforting at times, but it is too simplistic to understand our complex world. It forces us to look for and to focus on differences, “us” vs. “them”, rather than our common ground, our shared interests and aspirations: universal human rights, peace, security and prosperity.

We want you to question simplistic, binary thinking and challenge stereotypes about violent extremism and terrorism.

We need you to create a cartoon character and show it in 1-3 situations. The characters can be anything! A person, an animal, a plant, an alien… there can be two of them together! Be creative! The OSCE would like to use it as the spokesperson for the campaign, along with the situations sketched, and develop it further with more stories. It might be in form of a doodle, black and white or in color, two or three dimensional – as long as it can be translated into a printed poster and an engaging social media campaign.

Instead of focusing on political or religious topics, why not think about daily life situations that you can interpret with a sense of humor? The OSCE is looking for something inspirational, so, when people see your cartoon, they should be surprised and pause to think: “This is a new way of looking at things! It doesn’t have to be either black or white. We should keep an open mind.”

Show us in 1-3 sketches (the more – the better!) of daily life situations, how your character reacts/behaves with an open and tolerant mind, questions assumptions and rejects stereotypes, embraces diversity and pluralism, and acts positively to make the world a better place for everyone. Then create a poster with an impactful tagline that pitches the story and represents this character as the spokesperson of the campaign. Add a short description of this character.

Please don’t portray violence or single out any race, ethnicity or religion/belief.

A good situation sketch could be two characters walking on the street. In front of them, there is a man dressed very casually with a huge beard on his face carrying a dirty backpack. One says: “Poor homeless people! Wonder how he will live this winter.” The other says: “No he is just an artist. Look at the brush and paint on his bag!” 

A bad idea is the one that features violence or singles out a particular race, ethnicity, or religion/belief.

We are looking for original works that will inspire people and start a new conversation on social media on how we need to question our own assumptions.

  • The entry should be in English.
  • Do not portray violence, single out a particular race, ethnicity or religion/belief, or appeal to fear in any sense. The entry should not promote racism, xenophobia, homophobia or any other forms of intolerance or discrimination.
  • The entry should not single out a specific country, culture, religion or community. This means that it should not show any country flags, city or country names, any map or borders, any political leader, etc.
  • We only accept original work. You need to create a new character.
  • You can download the assets and guidelines in the toolkit. If the #UnitedCVE or the OSCE logos are part of the entry, they must be used according to the OSCE logo guidelines.
  • The use of third party elements is not allowed in this contest. You cannot use any materials from the Internet in your entry.
